Pushing Australia to step up for refugees

Right now, millions of refugees around the world are living in uncertainty, holding tightly to their hope for a fresh start. 

Australia can lead in turning their hope into opportunity. 

In 2023, Australia pledged an additional 10,000 places for refugees arriving through complementary pathways. These are safe and legal avenues for refugees to come to Australia, based in education, professional skill, close family links and community sponsorship. They exist in addition to our current humanitarian program that welcomes up to 20,000 refugees each year. 

However, since making its pledge two years ago, Australia has only granted 400 of the visas it promised.

Providing pathways through education

Hila was 16 when she left Afghanistan. Women and girls were barred from schools and universities there, and she dreamed of being able to pursue an education. 

However, when she arrived in Indonesia, she was shocked and heartbroken to discover she would not be allowed to work or study. Hila had left everything behind for the chance to learn, only to have the very same doors closed to her once more. 

Still, Hila was determined to make the best of her situation. She learned English in a refugee-led school and was even able to earn a US high school diploma. That certification is a powerful symbol to Hila of her refusal to abandon her hopes. 

Now, she’s dreaming even bigger. 

Hila’s goal is to study astrophysics and become a scientist or a teacher – someone who gives back to society. She says education is what gives her life purpose, but she needs an opportunity to chase the future she envisions for herself. 

Australia could provide that opportunity.

Creating opportunity through policy

It is vital that complementary pathways expand, not replace, Australia’s resettlement program. To that end, we are advocating for a dedicated Complementary Pathways Program, guided by a clear policy framework, advisory group and program of work.

This would provide opportunities to refugees who can be supported through skills-based and family migration pathways and community sponsorship programs, while preserving the existing humanitarian program quota for refugees with the greatest protection needs.

As the independent, peak body of Australia’s refugee sector, the Refugee Council of Australia is in a unique position to coordinate across multiple groups and stakeholders. We can help ensure diverse voice are included and heard, and that refugees are centred in the practicalities of turning ideas into real solutions.
